54. 55. (ii). In case the entity is also engaged in any other 18 Non-Banking Finance Companies (NBFC) activities, then the foreign investment in the company setting up WLA, shall also have to comply with minimum capitalization norms for foreign investments in NBFC activities, as provided in Para 6.2.18.8.2 of the Consolidated FDI Policy Circular 2015.

(2). अगर कोई निकाय किसी अन्य 18 गैर-बैंकिंग वित्त कंपनियों (एनबीएफसी) से जुड़ी गतिविधियों में भी संलग्न हो, तो डब्ल्यूएलए स्थापित करने वाली कंपनी में हुए विदेशी निवेश को भी एनबीएफसी से जुड़ी गतिविधियों में विदेशी निवेश के लिए तय न्यूनतम पूंजीकरण मानकों के अनुरूप रखना होगा, जिसका उल्लेख समेकित एफडीआई नीति सर्कुलर 2015 के पैरा 6.2.18.8.2 में किया गया है।

56. क्योंकि इसका आंकलन करने की आम परिभाषा नहीं है कि कब यह माना जाए कि बच्चे ने स्कूल जाना पूरी तरह बंद कर दिया है, विभिन्न राज्यों के अलग-अलग नियम हैं: कर्नाटक में यदि बच्चा बिना बताए सात दिन अनुपस्थित रहता है तो मान लिया जाता है कि उसने स्कूल छोड़ दिया है, आँध्र प्रदेश में यह अवधि एक महीना है और छत्तीसगढ़ तथा बिहार में यह अवधि तीन महीने है।

Whether Pakistan wishes to be treated as a responsible and responsive member of the international community or as a failing, delinquent, unstable state (or whatever other term one wants to adduce to signify progressive loss of control) would then depend on its willingness to behave as a state that abides by the internationally accepted norms of inter-state conduct.

क्या पाकिस्तान चाहता है कि उसे, अन्तर्राष्ट्रीय समुदाय के एक जिम्मेदार और प्रभावशील सदस्य के रूप में देखा जाए अथवा एक विफल, अपराधी, अस्थिर देश (अथवा खोते नियंत्रण के क्रम का उल्लेख अन्य जिन संदर्भों में करना चाहें) समझा जाए, ऐसी स्थिति में यह इसकी सहमति पर निर्भर करेगा कि क्या यह अन्तर्राष्ट्रीय स्तर पर स्वीकृत अन्तर्देशीय प्रबंधन के मानदण्डों का अनुपालन करेगा और उससे बंधा रहेगा।

58. * India and France acknowledged the importance of connectivity in today’s globalised world. They underlined that connectivity initiatives must be based on key principles of international norms, good governance, rule of law, openness, transparency; follow social and environmental standards, principles of financial responsibility, accountable debt-financing practices; and must be pursued in a manner that respects sovereignty and territorial integrity.

59. It will include major national level missions, such as a Solar Mission, a National Solid Waste Management Plan, a nation-wide effort to create a huge carbon sink of afforested land of an additional 6 million hectares, a Water Conservation mission and the adoption of international best practices and efficiency norms for a range of key industries. All these are seen as public-private partnerships, where government action must be supported and supplemented by private sector, by civil society and the country’s citizenry at large.

इसमें राष्ट्रीय स्तर के निम्नलिखित मिशनों को शामिल किया गया है, जैसे कि सौर मिशन, राष्ट्रीय ठोस कचरा प्रबंधन योजना जो 6 मिलियन हेक्टेयर अतिरिक्त कृषि योग्य भूमि का विशाल कार्बन भण्डार सृजित करने का एक राष्ट्र-व्यापी प्रयास है, जल संरक्षण मिशन और अनेक महत्वपूर्ण उद्योगों के लिए अंतर्राष्ट्रीय सर्वोत्तम प्रथाओं और प्रभाविता मानदण्डों का अनुपालन/इन सभी को सार्वजनिक निजी भागीदारियों के रूप में देखा जा रहा है जिनमें सरकारी कार्यों को निजी क्षेत्र, सभ्य समाज और आम जनता के प्रयासों द्वारा संपूरित किया जाएगा।
